Julia is currently working as an independent global health and international development adviser and consultant, based in the UK. From March 2015 to July 2023, she served as the President and CEO of the Population Council, an SRHR-focused international non-profit organisation that conducts social science, public health and biomedical research, in New York.

She previously served as the Global Director of the Programme and Technical Division at the International Planned Parenthood Federation (IPPF), in London. She is widely known for her path-breaking work on sexual, reproductive, and maternal health during her 12-year tenure at the UK Department for International
Development (DFID), where she oversaw the UK government’s international development policy on HIV and AIDS; maternal, newborn, and child health; sexual and reproductive health and rights; and population. She was the lead catalyst of the 2012 London Summit on Family Planning co-hosted by the UK Government and
the Bill and Melinda Gates Foundation and co-convened with UNFPA and USAID.

Julia has served on the boards of several global health partnerships, including: the Health Metrics Network (HMN); the Partnership for Maternal, Newborn and Child Health (PMNCH); and the Reproductive Health Supplies Coalition (RHSC) – she served as chair of the RHSC for four years.

She holds a BA (Honours) in Human Science from St Catherine’s College, Oxford, and an MSc in Medical Demography from the London School of Hygiene and Tropical Medicine (LSHTM).
