Given the importance of civil society and citizens for achieving FP2030 commitments, our guidance for country commitment makers focuses on social accountability efforts led by governments and by citizens or civil society.

As government partners develop FP2030 commitments, we encourage them to develop accountability strategies that take into consideration the following key elements:

  • A mutual accountability approach.
    Governments, in collaboration with key stakeholders, are obligated to deliver on the commitments they have made, and civil society is galvanized to support the implementation of action plans and engaged to monitor progress towards achieving the commitments along with the government.
  • Accountability structures and processes that span the full commitment cycle.
    For example, assessing previous commitments (if applicable), then developing new commitments, then implementing commitments, and finally tracking progress.
  • Alignment with the global FP2030 accountability approach, the vision framework, and measurement framework.
    These resources are grounded in a results statement that draws from the overall FP2030 vision.
  • Countries are encouraged to extend mutual accountability approaches to subnational units.
    This is encouraged to the greatest degree possible, and where consistent with budgetary and implementation authority.
